There have been so many scandals and controversies bubbling up out of the Obama White House since the president took office that it might be hard to remember the details of the Solyndra debacle that began as celebrated political theater for Obama and ended as an expensive tragedy for the American taxpayer. As The Washington Post noted in a 2011 investigative article, the scandalous, costly collapse of the failed solar company meant that “Obama’s entire $80 billion clean-technology program has begun to look like a political liability for an administration about to enter a bruising reelection campaign.”
But in true form for a big-government liberal who is a true believer in the “keep-throwing-somebody-else’s-money-at-it” philosophy of endless spending, the Solyndra embarrassment hasn’t derailed Obama’s plans for solar energy expansion. What it may have done is cause the administration some pause to repackage the grand solar scheme into a more compelling proposal dealing with such branded liberal issues as climate change and economic justice.

The Hill reports on a new administration plan to spend significant federal funds (taxpayer money) to help build “community solar systems” — clusters of solar panels that reside not on individual homes or businesses, but in neighborhood solar farms supported by another federal loan program. As The Hill article notes, the program is being touted as a way to help those in low-income and subsidized housing; and the first phase of the new program is being rolled out in the city recently rocked by riots that caused millions of dollars of damage – Baltimore.
“We need to expand opportunities for more families to reap the benefits of using cleaner sources of energy that can also help households save money on their utility bills,” Brian Deese, President Obama’s top energy adviser, told reporters Monday.
Breitbart News observes that the new way to funnel funds to alternative energy programs, as well as to the Democrat-controlled city of Baltimore, is yet “another step in the president’s goal of tackling climate change”:

The administration said by 2020 it plans to triple the capacity of solar and other renewable energy systems in federally subsidized housing and make it easier for homeowners to borrow money for solar panels. The White House said the plan will ‘help continue to scale up solar for all Americans, including those who are renters, lack the startup capital to invest in solar, or do not have adequate information on how to transition to solar energy.’
Currently, according to the Institute for Energy Research, “solar energy provides four-tenths of 1 percent of the total energy consumed in the United States.” Who knows – with this huge new federal program, that might increase to, say, five-tenths of 1 percent.
