The Mayor of Jerusalem outlined three tactics for dealing with terrorists during an interview with Joe and Mika on MSNBC’s Morning Joe Show.
Well, a third of the population of Jerusalem, a third of my residents are Muslims. So naturally what you do is you have to screen the bad guys from the good guys. The majority of the population wants to live their lives. And so what you really need to do is to screen out using smart intelligence; screen out the bad guys, the terrorists, the ones that are inciting and deal only with the bad guys that have a very negative effect on quality of life of all residents. So the first element is to screen as much as you can and articulate the bad guys and deal with them.
Mayor Barkat said that well-trained people carrying guns can react quickly to attacks.

The second thing is smart spreading of the police and security forces. Unlike in America, in Israel, there’s very strict gun control. And only 3 percent of the population – officers in the Israeli Army, Captain and up – people are well-trained using guns, have guns at home. So when we tell them to carry their guns at home, when they’re in public, it’s an extra measure of security. There’s no mis-use of guns. And I want to mention another very important point: it’s engagement. The fact that we have so many people with the ability to defend ourselves distributed in our city, the engagement usually takes 15 seconds, one minute and it’s over. That engagement helping your community, willing to take a risk and deal with the challenge with a terror attack is key to decreasing the price that we sometimes pay.
The Mayor emphasized the importance of moving on with day-to-day life.
And last but not least, move on with life. We don’t cancel this. We don’t stop our buses, our transport. We move on with life and the message is that the terrorists and the people that want to detour our lives will have zero gains. So the philosophy of smart intelligence, widespread of people carrying guns and security forces, fast engagement and move on with life is key.
