Section 1 of the executive order reads, “The peaceful transition of power has long been a hallmark of American democracy. It is the policy of the United States to undertake all reasonable efforts to ensure that Presidential transitions are well-coordinated and effective, without regard to party affiliation.”
The stated purpose of the order is to create a transition coordinating council. This council will consist of various assistants to advise the incoming president on matters such as national security, counter terrorism, as well as the economy.

The order also states candidates will be provided information deemed, “useful and appropriate, as long as providing such information is not otherwise prohibited by law.”
Also included in the order is the creation of an agency transition director council, tasked with implementing “the guidance provided by the White House Transition Coordinating Council and to coordinate transition activities across agencies.”
Prior to the announcement of the order, Obama held a press conference. When questioned as to his thoughts concerning Donald Trump becoming the Republican presidential nominee, Obama said, “I just want to emphasize the degree to which we are in serious times and this is a serious job. This is not entertainment. This is not a reality show.”

With election day drawing near, the White House has already begun planning for the transition.
“We have already established a plan for briefing both candidates when they are named, and certainly after November when the president-elect is known, and it gets more intensive,” said James Clapper, National Intelligence Director. “We’ve already got a team set up to do that, and a designated lead, who is not a political appointee.”
