JOHN KIRBY: We learned that it was a deliberate request, that this wasn’t a technical glitch, this was a deliberate request to excise video. We do not know who made the request to edit the video or why it was made. To my surprise, the Bureau of Public Affairs did not have in place any rules governing this type of action. Therefore, we are taking immediate steps to craft appropriate protocols on this issue as we believe that deliberately removing a portion of the video was not and is not in keeping with the State Department’s commitment to transparency and public accountability.
This admission comes after the State Department made this edit and called it a glitch.

JEN PSAKI: There are remaining concerns that we have, as you all are familiar with or whether its their involvement in support of their regime in Syria or humanitarian issues and so that has not changed that.
So what was so damning in the cut portion? How about an admission that the press is often lied to to accomplish administration goals!
JAMES ROSEN: Is it the policy of the State Department, where the preservation of the secrecy of secret negotiations is concerned, to lie in order to achieve that goal?

PSAKI: James, I think there are times where diplomacy needs privacy in order to progress. I think this is a good example of that.
James Rosen on Wednesday, said this is proof the administration lied to the American people and tried to cover it up.
ROSEN: I think this is a significant moment insofar as we have the United States government essentially admitting here that its spokespeople lied from the State Department podium, that they then admitted that from the State Department podium and then tried to cover up that admission by deleting the official archive of this material.
