'Free Instacart for Welfare Queens': California Begins Sending Out Luxury Food Boxes at Taxpayers' Expense

While middle-class families watch grocery prices climb and stretch their paychecks to cover the basics, California is using taxpayer money to deliver free boxes of salmon, beef, organic produce, and prepared meals from the brand Amy’s Kitchen straight to the doors of people on Medi-Cal.

Christopher Rufo highlighted the program on X, calling it “like free Instacart for welfare queens.”

The details come from a City Journal investigation into the CalAIM initiative, California Gov. Gavin Newsom’s multibillion-dollar Medicaid overhaul.

Under the program’s “medically tailored meals” and grocery benefits, eligible Medi-Cal members can receive weekly deliveries for up to 12 weeks and then re-enroll, according to the report from City Journal.

A single recipient can cost taxpayers over $1,500 in the span of 24 weeks for the food and delivery. Qualifying Medi-Cal conditions are broad enough to include anxiety, PTSD, depression, and ADHD. Contractors such as Project FoodBox supply the boxes.

These same benefits stack on top of existing aid. About 90 to 92 percent of CalFresh food stamp recipients are already on Medi-Cal, and the tailored boxes do not replace those benefits.

California’s expansion of full-scope Medi-Cal to illegal aliens means some non-citizens who already have coverage can also access the free food deliveries, at least for now.

One Los Angeles chef who signed up after a layoff told City Journal the volume of produce was more than she needed for one person.

A TikTok user unboxed a delivery of fresh lettuce, broccoli, and fruit while noting that a single head of lettuce at the store had cost her $5.

Working Californians who struggle to buy their own groceries are left paying the bill for premium items many of them cannot afford themselves.

Sacramento officials claim that these home-delivered boxes reduce hospitalizations.

In practice, the program simply adds another layer of free food on top of existing programs.

With a long list of qualifying conditions and an easy enrollment process, it has produced exactly what critics predicted — taxpayer-funded luxury deliveries for welfare recipients while everyday citizens cut back at the grocery store.
